WMOA Fund Management Pty Ltd was established in Australia with an initial focus on real estate investments and high-growth, innovation-led opportunities. Early-stage development was supported by its sister firm, PTB Advisory, which helped build in-house capabilities in tax advisory and financial infrastructure—laying a solid foundation for multi-jurisdictional service expansion.
2019
Commenced the management of investment structures for Chinese-Australian family enterprises, forming the early prototype of a localised family office model tailored to ultra-high-net-worth clients.
2021
Obtained its Australian Financial Services Licence (AFSL No. 513693) and consolidated core operations under a formal regulatory framework. The team also assumed responsibility for six additional Australian financial services licences, significantly enhancing its capacity in licensed investment and compliance services.
2023
Launched operations in Singapore, assisting Australian-based Chinese families in setting up globally integrated family office structures and expanding their cross-border investment footprint.
2024
Advised family clients on strategic investments into fintech firms, securing early-stage access to digital currency trading and settlement infrastructure.Acquired a Singapore-licensed entity to support VCC fund formation and regional family office operations.
2025

Shirley Shao
Strategy Advisor - Asia Pacific

Shirley is a senior tax executive with over 20 years of experience in cross-border tax advisory, structuring, and risk management across Asia Pacific. Her career spans both in-house corporate tax leadership and advisory roles supporting business owners, UHNW families, and investment entities on strategic tax matters across the asset life cycle.
In her current role, Shirley leads Asia Pacific tax strategy for WMOA group. Her expertise includes direct and indirect tax, M&A structuring, transfer pricing, and tax incentive negotiation. She has also advised on fund-level and trust-level structuring for investment managers and family offices, helping optimize asset ownership, succession planning, and tax-efficient wealth preservation.
Shirley’s work supports a range of investment strategies—from traditional corporate structures to private equity, real estate, and IP-driven supply chain models. She has successfully implemented global principal structures, defended high-stakes tax audits, and
negotiated financial incentives across China, Singapore, and Southeast Asia.
She has also worked closely with family-controlled businesses (listed and unlisted) to optimize governance and intercompany arrangements, and with fund principals on structuring carried interest and aligning with local substance requirements.
Prior to her current role, Shirley held senior tax leadership positions in multinational consumer and retail groups, where she led nationwide transfer pricing negotiations and streamlined shared service tax models. She holds a degree in Accountancy from the Finance and Economics University of Shanghai and is a member of the Tax Executive Institute.

Shirley Fan was appointed Executive Director of WMOA Australia in 2025 and serves as the Responsible Manager of WMOA Fund Management Pty Ltd under AFSL No. 513693. She leads the firm's fund management operations and regulatory compliance framework in Australia, while also advising ultra-high-net-worth clients on structured investments and cross-border wealth strategies.
Shirley holds dual CPA qualifications in China and Australia and is a graduate of the Shanghai University of Finance and Economics. Prior to joining WMOA, she worked at PwC in both Shanghai and Sydney, rising to Audit Manager. There, she led assurance engagements for multinational financial institutions, listed companies, and large corporate groups, gaining deep expertise in financial con-
trols, cross-border audit, and financial institution compliance.
Since joining WMOA in 2021, Shirley has overseen not only the firm’s own fund issuances but also the full asset and licensing management of two family offices with each AUM exceeding AUD 1 billion. Her scope of work includes real estate investment structures, private credit portfolios, tax compliance, regulatory reporting, and investment reporting.
Shirley is known for her end-to-end capability across the fund lifecycle—from license application and fund setup, to product design, investor relations, audit coordination, compliance reporting, and exit planning. Her strength lies in integrating financial, tax, and operational considerations into tailored, compliant investment solutions that meet the highest standards of global wealth governance.
Maggie Yan
Executive Director, WMOA Singapore
Maggie was appointed Executive Director of WMOA Singapore in 2023, where she leads the firm’s Singapore operations, focusing on coordination with local licensed fund managers and supporting the growing needs of high-net-worth families in Asia. She plays a central role in structuring, implementing, and maintaining Singapore-based investment vehicles—including VCCs—and acts as a trusted point of contact for family offices and cross-border wealth strategies.
A graduate of the University of New South Wales in 2019, Maggie joined WMOA immediately after completing her degree in international finance and accounting. Over the years, she has evolved into a well-rounded global financial steward, serving families across key areas including global residency and tax planning, succession structuring, education strategy, wealth protection, and asset deployment.
Maggie currently works closely with Singapore-based family offices managing over SGD 300 million in assets, supporting its private fund operations, product design, compliance coordination, and investment execution. Her transaction experience spans Australian real estate development, fixed income portfolios, and cross-border venture capital deals.
Known for her diligence, integrity, and client-centered approach, Maggie delivers full-cycle fund solutions from setup to ongoing management. Her work instills confidence in clients seeking a stable, professional, and compliant offshore investment platform—making her a standout among the new generation of family office advisors in the Asia-Pacific region.
Lenore Hua

Lenore Hua is currently an Investment Strategist at WMOA Group, based in Singapore. She specializes in designing asset allocation frameworks and family succession solutions for ultra-high-net-worth (UHNW) family clients. With over 20 years of frontline experience in banking, wealth management, and family offices, she has served five independent family office clients in depth, overseeing their global asset allocation, tax compliance, and succession planning. Her mission is to build robust, transparent, and sustainable family asset structures.
Lenore holds multiple professional qualifications across fund management, securities, and international financial planning. Earlier in her career, she held key positions at state-owned and joint-stock banks, including Head of Private Banking and General Manager of Retail Banking, where she developed a comprehensive understanding of professional financial services from both strategic and operational perspectives.
Since 2014, Lenore has focused on the family office sector, serving as an investment strategist in both Hong Kong and Singapore. She has accumulated extensive experience in cross-border family wealth investment strategies.
She is skilled in integrating a wide range of financial tools—including funds, trusts, insurance, real estate, and private equity—to design tax-efficient and compliant investment structures. Her approach prioritizes a balanced execution of asset protection, stable returns, and intergenerational wealth transfer.
